• Sorcerer
• Warlock
• Wizard

Thoughts

This cantrip can be good for the following casters:

• ones that want to use weapon attacks;
• ones that only get a single attack per use of the Attack action;
• ones that have a bonus to their single attack, i.e. +3 damage from their modifier;

It’s less useful for an eldritch knight once the EK gets multiple attacks per Attack action (level 5). You’d instead just use your multiple attacks instead of the cantrip.

The ability to make a creature choose to take 1d8 damage or be frozen in place for a round just sounds like fun. The damage also scales as you gain levels.
